1) in terms of reducing the cost of managing the plight of the poor, it can be argued that the
PLB brought significant changes and so can be seen as more effective than the PLC

an improvement and reduction in cost can be particularly seen through the PLB's
introduction of the union chargeability act in 1865

transferred the cost of poor relief from individual parishes within a union to the
unionism home

there was less economic burdens on the parishes who were responsible for large
numbers of paupers due to an increasingly mobile population

this act was clearly an effective measure in reducing the cost of poor relief when
managing the plight of the poor and therefore shows a beneficial changeto the PLB
brought in since

under the PLC, it had not been the responsibility of the whole union in terms of the
cost of distributing relief but instead it was the responsibility of the individual parishes

some parishes had suffered since some were more overwhelmed than othersand so
the introduction of the 1865 union chargeability act shows a clear improvement when
managing the plight of the poor by the PLB in comparison to the PLC's

Therefore in terms of improving the cost of poor relief it can be argued the PLB was more
effective than the PLC as it brought in beneficial change

2) in terms of improving the treatment of the poor, the PLB took significant action particularly in
terms of separating the medical treatment of paupers from the general relief from poverty
