Focus: external impact on ‘the region’
Borders of East Europe are subjective, depends on what they identify with. East Europe is a controversial
term. Angst voor buitenaf: Rusland voor het westen , Moslims in het Oosten, Turkse verkiezingen in
Bosnië, link Turkije/Bosnië: Ottomaanse rijk.
Part 1: External impact and competition for spheres of influence
Waarom is Oost-Europa ‘anders’?
 Communisme: belangrijke factor. Na 1989: Discourse, ‘return to Europe’. Sentiment en ‘catching
up’ met het westen
 West en Oost Europa hebben een fundamenteel verschillende geschiedenis. Want: lange tijd
deel van empires geweest, andere manier van organiseren ‘statehood’ (wat is de rol van burgers,
parlement etc). Invloed van buurlanden -> Ottomaanse rijks verschuivende grenzen, Rusland
beschermde christenen, ‘West- Europe’ nam de rol aan van veiligheid/stabiliteit aan, dat
noemden ze ‘the concert of Europe’(oorlog was niet erg, maar door middel van coalities bestond
er geen land met de meeste macht, eind 18 e begin 19e eeuw, politiek framework)en de
problemen in Oost-Europa noemden ze ‘Eastern question’ (rijzende vraag na val van Ottomaanse
rijk)
 Verschillende culturele ontwikkelingen:
Ottomaanse rijk: 1683 Ottoman gates Vienna, (very interesting political design: elke etniciteit of religie
verenigden zich bij elkaar) -> 19e eeuw verkleinde het. Andere landen steunden het Ottomaanse rijk om
de invloed van Rusland te minimaliseren
Eastern Question: What to do with the Turkish/ottoman empire?
Crimean War 1854: France, Britain, Ottoman empire VS> Russia. Doel: de Krim beschermen. Victory
France, GB, Ottoman.. first photographed war.
Russo-Turkish war (1877-78): Russian victory. 1878: San Stefano Treaty: Russia & Ottoman empire
decided on ‘the great Bulgaria’ dat het meer autonoom zou worden. Big win for Russia because they
supported Bulgaria. 1878: Berlin treaty Orchestra of Europe en z’n coalities dwong om Bulgarije’s
grenzen weer op te delen, Rusland verloor z’n macht
European interventionism: Did it work? Impact:
 Pogingen tot moderniseren in Rusland en Ottomaanse rijk vanwege interne problemen. In
Rusland Servische Horigen (boeren als slaaf waren boos). In Ottomaanse rijk was het probleem
dat er geen machtsverdeling was, alle macht lag bij de tsaar. Het waren pogingen tot
mwoderniseren, maar de consensus is dat ze te laat waren

,  Opkomst nationalisme: nationalisme stamt uit de 19 e eeuw (niet uit middeleeuwen oid). Origine
in West Europa, Duitsland, daarna pas Oost-Europa (boek: bridge across the Drina)

 Internal/mutual competition binnen landen verloren macht
 Nieuwe grenzen
Opkomst nationalisme:
 Gavrillo Princip symbool nationalisme, Servian nationalists. Toen ging nationalisme erom dat je
tegen het Ottomaanse rijk was. Hij doodde Franz Ferdinand. Hij was ideologisch en cultureel
geïnspireerd door de Franse revolutie, pan slavism (slavische mensen moeten samen leven en
één land hebben). Servische nationalisten kregen steun van Rusland. Austro-hungarian empire
VS> Russia
 Onafhankelijkheidsbewegingen ontstonden, vaak met Ruslands steun
Nieuwe grenzen:
 Polen als staat, stopte met bestaan en werd onderverdeeld aan andere rijken. Pas na vrede van
versailles 1919 werd Polen weer een land.
 Balkans 1908-1913. Coalitions shifted: orchestra.
 smaller states, eind Ottomaanse rijk
New situation:
 Recognition etnicity-territorial sovereignty, nationalism
 Treaties, congresses, bilateral agreements (also economic) -> geen goede invloed, 20e eeuw
meest gewelddadige eeuw ooit
Longer-term impact:
 Controversies start for future conflicts: Bulgarian revisionism (teruggaan in de geschiedenis)
 Bosnian problem: drie hoofd-etniciteiten: Bosnisch, Kroatisch en Servisch
 Albanian question: Albanese mensen leefden ook in Kosovo (toen Servië). Dit past niet in het
idee van nationalisme (mensen moeten leven in het land van herkomst)
1919 vrede van Versailles interbellum (werd belangrijk voor natiestaten om hun eigen regels te
bedenken
1938 Vrede van Münster: Sudetenland werd door GB en France aan Duitsland overgedragen ter
voorkoming van oorlog. Symbolised the disregard of western countries for eastern countries, dit
creëerde het idee in Oost EU dat het Westen niet te vertrouwen viel.
1939 Molotov-Ribbentroppact: Verdrag van non-agressie tussen nazi-Duitsland en Sovjet Unie, Polen
opgesplitst tussen Duitsland en Sovjet Unie. Vertraagde de Sovjet betrokkenheid in WW2

 Veranderende grenzen

,  National grievances basis for future conflicts
 Feeling of being abandoned, mensen in het Oosten voelden zich bedreigd door het Westen
1945 Conferentie van Jalta: Besloot de verdeling van Europa. Symboliseert hoe twee machten het lot van
Oost-Europa bepaalden. Gevolg: Geforceerde migratie door grensverschuivingen, Duitsers woonden
ineens in Polen etc

 Nato VS> Warschaupact, verdeling West en Oost EU

 Verschoven grenzen
 Verdeling Europa: sovietisation
 Minority problems (Bulgaria, Zhivkov dictator doodde bulgaarse Turken- revival process)

 Willy Brandt: Ostpolitiek & Helsinki accords (1975) Mensenrechten etc werden verwacht door
het Westen van het Oosten
