Inleiding
 Ruimtelijke ordening in VL  fout gelopen (files, CO2 uitstoot, gebrek aan natuur)
o er was geen wetgeving, men mocht bouwen waar men wou
 België = lappendeken  door de politiek (geen wetgeving)

Hoofdstuk 1: Ruimtelijke ordening

1. Overzicht van de wetgeving

1.1 Inleiding
 België = geen stedenbouwkundig beleid  rond jaren 60: grens van onbewoonbaarheid
 Wetgevingen beperkingen tot gevolg
 Vroeger: grond = consumptiegoed
o Eigenaar kon vrij beschikken over de grond en van grond een middel tot winst maken
o Bij maken van wetten over RO en stedenbouw wordt deze vrijheid beperkt

1.2 Periode van 1830 – 1962
 Besluitwet 1946
o Gemeentelijke plannen van aanleg opmaken + vergunningenbeleid voorop
 1960: 186 van 2663 gemeenten hadden een plan van aanleg
 VK => hadden al een plan voor wederopbouw tijdens WOII  ‘geen lintbebouwing’
 DUI verplichtte BE en NE om plannen te maken voor wederopbouw
o NE maakte uitstekende plannen voor NL: die vent zat in verzet tegen DUI
o Degene die plannen maakte voor BE zat in verzet voor de DUI  gevolg? Plannen
waren vernietigd
 BE minder getroffen door WOII  woningtekort (1945: woningnood = 250.000 nieuwe
woningen)
 1948: nieuw woningbeleid door spanningen tussen CVP en BSP
 Na WOII  3 grote wetten: stempel drukken op huisvestingbeleid
o 1. Wet De Taeye (1948)
 = oorsprong van baksteen in de maag
 Antwoord op de woningnood na oorlog
 Legde regels vast over opp, comfort, uitrusting  verkavelingen en linten
o 2. Wet Brunfaut (1949)
 Gericht op lage inkomens + stimuleerde bouw van sociale huurwoningen
 Als tegenwicht tov Wet de Taeye
o 3. Wet op de krotopruiming (1953)
 Weinig voedsel, epidemieën
 Krotwoningen moesten gesloopt worden
 Verkrotte buurten werden gesaneerd
  saneren van verkrotte woningen => sociale huurwoningen

 eind jaren 50: problemen werden duidelijker => aanzet tot wet op stedenbouw in 1962
