Week 8: Discussion - Health Policy and Ethics 55 unread replies.7272 replies. Purpose: This discussion board content is intended to facilitate learning for students through engaging dialogues as they achieve the desired learning outcomes/competencies associated with their course in a manner that empowers them to organize, integrate, apply and critically appraise their knowledge to their selected field of practice. The use of discussions provides students with opportunities to contribute graduate level-appropriate knowledge and experience to the topic in a safe, caring, and fluid environment that models professional and social interaction. The ebb and flow of a discussion is based upon the composition of student and faculty interaction in the quest for relevant scholarship. Participation in the discussion generates opportunities for students to actively engage in the written ideas of others by carefully reading, researching, reflecting, and responding to the contributions of their peers and course faculty. Discussions foster the development of members into a community of learners as they share ideas and inquiries, consider perspectives that may be different from their own, and integrate knowledge from other disciplines. Write a minimum of a one-page critical analysis summary of the health policy Instructor and Class, The state in which I live is Georgia. Research has led me to discover one of many health policies enacted within the last two years. This policy is titled, “Georgia Right to Shop Act: greater transparency of prices for nonemergency healthcare services”. The bill number for this health policy is GA SB303. This health policy was introduced on January 16, 2020, in committee by June 17, 2020, passed on June 29, 2020, and enacted on August 4, 2020. The sponsors of this bill are Mark Newton, Gloria Butler, Steve Gooch, Burt Jones, P.K. Martin IV, Renee Unterman, and Ben Watson. Recently enacted, this health policy speaks to “amend Chapter 24 of Title 33 of the Official Code of Georgia Annotated, relating to insurance generally, so as to provide for greater transparency of prices for nonemergency health care services... to provide for definitions; to provide for the disclosure of certain pricing information through insurer websites to allow consumers to compare prices; to provide that insurers may use third parties to comply with such requirements; to provide for certain notice requirements” (Bill Track 50, 2020, para.1). In simpler terms, this health policy regulates the way health insurers present their services and prices to the consumers; it is to eliminate any confusion and/or lack of understanding regarding insurance pricing, healthcare service pricing, healthcare and insurance terms and definitions, and healthcare insurance rules and regulations. As a registered nurse and future family nurse practitioner, I understand my ethical obligations and duties to the nursing profession. The ANA Code of Ethics can be used as a guide to ensure that such obligations and duties are being met. In reference to the recently enacted health policy regarding health insurance and pricing mentioned above, Provision 2.1: Primacy of the Patient’s Interestcan be utilized. As stated by this code, nurses prepare patients with favorable circumstances with respect to engaging in one’s care and in a manner that is appropriate to the patient (American Nurses Association, 2020). This is an example of advocating for the patient’s and/or population’s right to know and right to get involved. The patient or population has a right to understand their health insurance’s policy and prices and how that relates to the healthcare services being provided. It is not unusual for patients to accept responsibility for healthcare services and bills that they do not understand. For this reason, nurses have a responsibility to critically analyze health care policies according to the state of affairs in which a motivating factor, matter, or health policy prevails (Porche, 2019). Having a clear understanding of healthcare and healthcare polices and its relationship to the nursing profession allows the nurse practitioner to strategize healthcare plans at an individual (patient), aggregate, and community level, which is defined as the role of advocacy and population health
