Question 1: Evaluation of Social Impact Assessment Methods Used in Five
South African Development Projects
Introduction
Social Impact Assessment (SIA) is a systematic process used to identify, predict
and evaluate the social consequences of proposed developments on individuals,
communities and social structures. SIAs are an important component of
Environmental Impact Assessment (EIA) processes in South Africa because
they ensure that social risks, community concerns and potential benefits are
considered before decisions are made.
The methods used to collect primary data during an SIA depend on factors such
as the type of development, geographical location, affected communities,
cultural characteristics and possible social risks. Common primary data
collection methods include interviews, focus group discussions, household
surveys, community meetings, stakeholder consultations and observations.
This discussion evaluates five South African SIA documents prepared by
different consulting companies and analyses the data collection methods used
and the reasons for selecting these methods.
1. SIA for the Thabazimbi Solar PV Project

in Limpopo Province. The project involved the construction of renewable

associated facilities.

opportunities, land-use changes, impacts on local communities and possible
changes to existing economic activities.

Reasons for using these methods:
Stakeholder interviews and community meetings were appropriate because
renewable energy projects affect different groups, including landowners, local
residents, municipalities and traditional authorities.
These methods allowed the consultant to gather information directly from
affected people regarding their expectations, concerns and possible benefits.
The use of existing socio-economic information assisted in understanding the
community profile, including population characteristics, employment levels and
local development challenges.
