Introduction (प रचय):
Belgium is a small country in Europe. It shares its borders with France, the Netherlands, Germany, and
Luxembourg. Its population is a little over one crore, which is about half the population of Haryana.
Ethnic Composition / Total Population of Country:
The ethnic composition of this small country is very complex:
• Flemish Region: 59% of the total population lives here and speaks the Dutch language.
• Wallonia Region: 40% of the population lives here and speaks the French language.
• Remaining 1%: Speaks the German language.
Capital City: Brussels (ब्रसे स)
In the capital city Brussels, the situation was completely reversed:
• 80% of the population speaks French.
• 20% of the population speaks Dutch.
Accommodation or Model of Belgium
Between 1970 and 1993, Belgium amended its constitution four times to work out an arrangement that
would enable everyone to live together. Here are the key elements of the Belgian Model:
1. Equal Representation in Central Government: The constitution prescribes that the number of
Dutch and French-speaking ministers shall be equal in the Central Government.
2. Autonomy to State Governments: Many powers of the Central Government have been given to
State Governments of the two regions.
3. Separate Government for Brussels: Brussels has a separate government in which both
communities have equal representation.
