NJ BLACK SEAL EXAM PREPARATION —
VERSION 3 | 2026/2027 Update | Complete
Questions & Correct Detailed Answers.
Welcome to the Black Seal Exam Preparation Guide. I have spent over 15 years
teaching these exact concepts and examining candidates for the State of New
Jersey. The NJ Black Seal Exam (Version 3) is not a test of rote memorization—it
is a test of operational survival and regulatory compliance. If you understand the
"why" behind the rules, the "what" becomes second nature.

Exam Test-Taking Strategies for Version 3:

Read the Absolute Words: Words like must, always, never, most important, and
positive are massive clues.

Know Your Limits: Low pressure is strictly defined as ≤15 psi steam, ≤160 psi /
≤250°F hot water. If a question mentions 16 psi, it is no longer a Black Seal
domain.

Master the SATA Format: Select All That Apply (SATA) questions are heavily
weighted in Version 3. There will always be at least two correct answers, and
usually three. Do not stop reading after you find one correct choice.

Calculate First, Look Second: For math questions, write down the formula, plug in
the numbers, and get your answer before looking at the options. This prevents
test-anxiety second-guessing.
Let’s get to work.

PART A: REGULATIONS & LICENSING DRILL (Questions 1–15)

1. What is the primary purpose of the NJ Black Seal License?

A) To operate high-pressure boilers over 15 psi

B) To authorize the operation of low-pressure steam and hot-water boilers

C) To perform welded repairs on pressure vessels
D) To inspect boilers on an annual basis

,Answer: B

Rationale: The Black Seal is the entry-level state license specifically permitting
the operation of low-pressure steam and hot-water boilers under NJ state limits.

High-Yield Pearl: High-pressure operation requires a Blue Seal (C-grade or
higher).

2. According to NJ regulations, which of the following defines a low-pressure hot
water boiler?

A) Not exceeding 15 psi and 250°F

B) Not exceeding 160 psi and 250°F

C) Not exceeding 15 psi and 160°F

D) Not exceeding 100 psi and 200°F
Answer: B

Rationale: N.J.A.C. 12:90 distinctly separates steam (≤15 psi) from hot water (≤160
psi and ≤250°F). Do not mix these limits up on the exam.

3. What is the minimum experience required to be eligible to take the NJ Black
Seal exam?

A) 6 months as a helper to a licensed operator

B) 3 months of experience as a helper, apprentice, or assistant to a licensed
operator

C) 1 year of full-time boiler room employment

D) Completion of a 2-year technical school program

Answer: B

Rationale: N.J.S.A. 34:7-14 explicitly requires a minimum of 3 months of
experience in a subordinate role under a licensed operator.

4. An applicant does not have 3 months of experience but completed an intensive
training program. How can they qualify?
A) They cannot qualify without 3 months of experience.

,B) By completing 30 full working days of approved intensive training with a
licensed operator, provided the log is approved by the Bureau of Boiler and
Pressure Vessel Compliance.

C) By passing a written practical exam in lieu of experience.

D) By obtaining a federal boiler operator certificate.

Answer: B

Rationale: The alternate pathway allows 30 full working days of intensive training,
but the log must be established and approved by the Bureau.

5. Which New Jersey Administrative Code governs Boilers, Pressure Vessels, and
Refrigeration?

A) N.J.S.A. 34:7-14

B) N.J.S.A. 34:1-38

C) N.J.A.C. 12:90
D) ASME Section IV

Answer: C

Rationale: N.J.A.C. 12:90 is the specific administrative code for boilers. N.J.S.A.
34:7-14 establishes licensing requirements, and N.J.S.A. 34:1-38 establishes the
Mechanical Inspection Bureau. ASME is a national standard, not a state
regulation.

6. How often must all steam and hot water boilers be inspected in New Jersey?

A) Every 6 months

B) Every 12 months

C) Every 24 months

D) Only upon change of ownership

Answer: B

Rationale: Annual inspections (every 12 months) are mandatory for all steam and
hot water boilers under N.J.A.C. 12:90.

, 7. Where is the jurisdiction number located on the Certificate of Inspection?

A) Lower right corner

B) Upper right corner

C) Center of the document
D) Upper left corner

Answer: D

Rationale: The jurisdiction number is always found in the upper left corner of the
Certificate of Inspection.

8. What is the penalty for operating a boiler with an expired license in NJ?

A) A warning letter

B) Up to a $500 fine

C) Up to a $5,000 fine

D) License suspension for 6 months
Answer: C

Rationale: Operating with an expired license carries a severe penalty of up to
$5,000.

9. What is the penalty for failure to post your license?
A) $100 fine

B) $500 fine

C) $1,000 fine

D) $5,000 fine

Answer: B
Rationale: Failure to post the license results in a $500 fine. Know the difference
between operating expired ($5,000) and failing to post ($500).

10. How far in advance can a Black Seal license be renewed?
