QUESTION 1
There are various general skills that are necessary for multicultural communication.
Multicultural communication is an essential competency within modern administrative
and business environments because organisations increasingly operate across
diverse cultural, linguistic and national boundaries. Effective multicultural
communication enables managers and employees to exchange information
accurately, minimise misunderstandings, build trust and enhance organisational
performance. Scholars argue that communication effectiveness depends not only on
language but also on cultural values, assumptions, social norms and contextual
understanding (Hall, 1976; Gudykunst, 2004). Within multicultural settings,
understanding different communication styles enables administrative professionals to
collaborate successfully with employees, customers and stakeholders from diverse
cultural backgrounds. One of the most influential classifications of multicultural
communication distinguishes between low-context communication and high-context
communication, concepts originally developed by Hall (1976) and widely applied in
intercultural communication research.
Low-Context Communication
Low-context communication refers to a communication style in which the message is
conveyed primarily through explicit, direct and unambiguous language. In low-context
cultures, individuals rely on spoken or written words rather than assumptions,
relationships or shared cultural experiences to interpret meaning. Information is
communicated clearly, logically and precisely, with little expectation that the receiver
will infer additional meaning beyond what has been stated (Hall, 1976; Ferreira &
Groenewald, 2021).
This communication style is commonly associated with individualistic societies where
accuracy, transparency and accountability are highly valued. Written documentation,
policies, contracts and procedural manuals play an important role because they
reduce uncertainty and ensure that all parties have the same understanding of
expectations. According to Gudykunst (2004), low-context communication promotes
clarity, facilitates decision-making and reduces the likelihood of misunderstandings,
