Indictable offences have no time limits.

Answer: It is assumed A child under 10 is incapable of forming
criminal intent and therefore cannot be charged with any offence.
With children between 10 and 14 police have to prove Mens rea that
children knew what they were doing was wrong.
Over the age of 14 the child is presumed to possess enough reason to
form intent
