The purpose of this assignment is to define the primary elements of a program and how

to monitor its progress. According to the research conducted by Jung (2012), the public policy

goals are often riddled with ambiguous goals and objectives, making it quite challenging to

evaluate their performance and overall achievement. Public agencies and entities are typically

governed by extensive rules that seek to ensure that common/recurrent challenges are solved.

The agencies also have their right to develop more rules and guidelines on different aspects

(Biggs & Helms, 2015). For example, the agencies are tasked with setting the rules on how they

monitor progress on the different programs and projects. Some of the useful methods to evaluate

the implementation and performance of a project or program are through conducting research

tests.

Due to the vast and ambiguous nature of public policy programs, there are numerous

elements that can be measured, such as the validity of the concept and the degree of uniqueness

of the program. Jung (2012) identified the existence of five major challenges to the success or

failure of public programs. They are goal ambiguity, the complexity of the mixed programs,

inter-governmental implementation, the existence of a multitude of actors, and uncontrollable

factors. According to Biggs and Helms (2015), the rules in how public policies can be

developed/produced are becoming more pervasive and focused on addressing the existing

challenges. For instance, the reg-neg negotiated rulemaking helps to integrate the perspectives

of the different stakeholders to ensure the rules on aspects such as performance monitoring and

evaluation are current, relevant, and reflect the best practices. One of the most used tools to

evaluate the performance of projects and programs is Program Assessment Rating Tool (PART),

developed by the U.S. federal government. The PART data analyzed by Jung (2012) helped to

show the extent to which federal agencies rely on the system to evaluate the performance of

programs. PART also helps to identify areas that need improvement, and to benefit from this
