INTRODUCTION
This portfolio addresses key principles of public administration and research practices as
outlined in the Constitution of the Republic of South Africa of 1996. Section 195(1)(h)
highlights the importance of good human resource management and career-development
practices to maximise human potential. In this portfolio, I explore how education and training
contribute to developing skills, knowledge, and competencies among public officials,
ensuring that they perform their duties effectively and ethically. I also examine the political
context in which public officials operate, considering the influence of government policies,
political priorities, and administrative structures on decision-making and service delivery.
Furthermore, the portfolio investigates the dissemination of research findings, focusing on
peer evaluation as a critical tool for maintaining research quality and credibility.
Methodological strategies for conducting research in Public Administration are also
discussed, with practical examples demonstrating how rigorous methods support evidence-
based policy and informed governance. This work reflects a combination of theoretical
knowledge and practical application.

Section 195(1)(h) of the Constitution emphasises that public administration should

maximise human potential. Education and training are central to achieving this
because they equip public officials with both theoretical knowledge and practical
skills needed to perform effectively.
Education provides public officials with foundational knowledge about administrative
principles, governance systems, public policy, and ethical standards. By learning
these concepts, officials understand the broader context of their work, the purpose of
