Social workers operate at the intersection of individuals, families, communities, and

systems that shape their access to opportunity and well-being. Because policy determines

eligibility for services, allocates resources, and structures of human service delivery, social

workers are uniquely positioned to influence meaningful change beyond direct practice. Social

workers regularly observe how policy decisions directly affect client outcomes, making their

involvement in policy advocacy a critical extension of ethical practice (Hoefer, 2019). As Lane

et al. (2020) note, social workers are often the face of policy to clients and communities,

translating abstract rules into lived realities. It is essential for social workers to embrace a policy

leadership role because policy leadership advances social, racial, economic, and environmental

justice; protects client well-being when systems fail; and enables practitioners at the micro,

mezzo, and macro levels to translate practice wisdom into systemic reform.


What Is a Policy Leadership Role in Social Work?


A policy leadership role in social work involves actively shaping, influencing,

implementing, and evaluating policies that affect client populations and service systems. This

role extends beyond awareness of policy to include advocacy, coalition building, legislative

engagement, and organizational change efforts. The National Association of Social Workers

(NASW, 2021) Code of Ethics charges social workers by promoting social justice and engaging

in social and political action to ensure equitable access to resources. Policy leadership

operationalizes this ethical mandate by positioning social workers as advocates and architects of

systems change. Policy leadership also requires the ability to analyze how historical and

structural inequalities are embedded within social welfare systems and to advocate reforms that

promote equity and inclusion (Segal, 2016).
