1. Identify a problem in the community
The community of residents in the Dawid Kruiper Local Municipality in the Northern
Cape faces a critical crisis of failing water and sanitation infrastructure, characterised by
constant water leaks, sewage spills, and the loss of nearly half of its drinking water each
year.
2. Describe a possible solution
A solution that would likely satisfy the most powerful people in the community such as
municipal officials, local business owners, and provincial politicians would be a large-
scale, top-down infrastructure renewal project funded by national government. This
solution would involve replacing ageing pipes, upgrading the wastewater treatment
works, and appointing a private engineering firm to manage the project. It would appeal
to powerful stakeholders because it promises to create jobs, stimulate the local
economy, and present a visible, tangible outcome that can be showcased as a political
success. also, it avoids directly challenging the existing power structures or the current
system of municipal management, as it focuses on technical fixes rather than systemic
governance reform, thereby maintaining the status quo for those in authority.
