Topic 1: Establishing Communist Control, 1949–57
How far do you agree that the Chinese Civil War was the main reason for China’s problems in 1949?
Opening statement Factors Judgement
In 1949, after the Chinese Civil War (1946–49) F1: The Chinese Civil War The Civil War was the most important reason
had ended, the Chinese Communist Party F2: The Second World War for China’s problems in 1949, as it directly
(CCP) came to power on 1st October. The new F3: Social instability destroyed agricultural output and
government faced a range of serious economic, infrastructure, threatening the CCP’s ability
social, and political challenges. Whilst the Civil to establish a functioning state.
Intro War caused significant damage to agriculture
and infrastructure, the destruction left by the
Second World War and the instability of
Chinese society were also significant factors.
The Civil War was, however, the most important
reason for China’s problems in 1949.

Point: The Civil War caused food production to decline sharply, leaving the CCP with a severe economic crisis to address in 1949.
Evidence:
Many peasants had been forcibly conscripted into Nationalist forces during the Civil War (1946–49). This led to agricultural production falling to
around 30% below its pre-Second World War level.
The war also destroyed transport links, including railways, making it difficult to distribute what food was produced.
Explanation: Peasants made up approximately 80% of China’s population. When large numbers were taken from the land to fight, crops were
Factor 1 left untended, leading to a steep fall in agricultural output. This meant that the CCP inherited an immediate food security crisis upon taking
power.
Analysis: In the long run, a collapse in agricultural production risked triggering famine, which would have been devastating for the CCP’s ability
to maintain control. A starving population was unlikely to remain supportive of the new government, making economic recovery the most
urgent priority.
Link: The Civil War was the most significant factor because it directly damaged the agricultural economy upon which 80% of the population
depended, meaning the CCP faced an immediate crisis of food production as soon as it took power.

Factor 2 Point: The Second World War caused major damage to Chinese industry, leaving the country’s manufacturing capacity severely weakened.
