Veterans Health Administration Answer - Also known as VHA, governs the
medical treatment facilities within the Department of Veterans Affairs.


Veterans Benefits Administration Answer - Also known as VBA, is responsible
for providing a wide variety of benefits and services to Veterans and
Servicemembers through Regional Offices.


Board of Veterans' Appeals Answer - Also known as BVA, is the component of
the VA responsible for making final decisions on behalf of the Secretary for
claims for Veterans' benefits from all three Administrations and the Office of
General Counsel (OGC) that are presented to the Board for appellate review.


Disability compensation Answer - A tax-free monetary benefit paid to Veterans
with disabilities that are the result of a disease or injury incurred or aggravated
during active military service.


Special Monthly Compensation (SMC) Answer - A higher rate of compensation
paid due to special circumstances such as the need of aid and attendance by
another person or by a specific disability such as the loss of use of a hand or
leg. Paid to Veterans, their spouses, surviving spouses and parents.


Claims Based on Special Circumstances Answer - Veterans may be eligible for
other types of disability compensation once a disability has been determined
to be service connected. i.e.,individual unemployability, automobile allowance,

Pension Answer - Needs-based benefit for wartime Veterans with limited or no
income who are age 65 or older, or who have a permanent and total disability.


Steps of the disability claim Answer - 1. VBA notifies the Veteran or
Servicemember that VBA has received his or her claim.
2. A VSR or RVSR reviews the claim. A decision will be made unless more
evidence is needed.
3. The VSR or RVSR will:
ask for evidence from the claimant, health care providers, governmental
agencies, or others
review the evidence make a decision
If VBA needs more evidence during the review, the claim may return to this
step more than once.
4. VBA will prepare the claimant's entire claim decision packet for mailing.
VBA will send the Veteran or Servicemember a packet by U.S. mail that includes
details of the decision on the claim.


Presumption of soundness Answer - VA will consider a Veteran to have been in
sound condition, i.e., good health, when examined, accepted and enrolled for
service, except as to defects, infirmities, or disorders noted at entrance into
service, or where clear and unmistakable (obvious or manifest) evidence
demonstrates that an injury or disease existed prior to service and was not
aggravated by such service.


Direct service connection Answer - Current disability was caused by or resulted
from his military service.
