, Free rider problem:

- How is it defined: receiving support without contributing to the
support.
- What is it in pre-industrial Europe? Some of the rich benefitted
because they did not help the poor, but others did so for them it was
a win-win. Poverty was decreasing but they did not pay anything for
it.
- How was it solved? Selective incentives and religious and moral
obligations (going to heaven because of contributing).

Poor relief:

- Indoor relief – poor people who are in the workhouses, they lived and
worked there.
- Outdoor relief – receiving support (money/food) without being in a
workhouse.
- Different types of poor:
 Able bodied poor – who work and are poor
 Impotent poor – lame, impotent, blind
 Idle poor – sent to prison
- Deserving (who work and are poor) and undeserving poor (who can
but don’t work and are poor)
 Undeserving poor = more indoor
 Deserving poor = more outdoor
- Settlement act 1662 – poor people had to prove settlement to
prevent moving to other generous parishes.

Petty bourgeoise:

- Against everything in the PP, because they think everyone should
save money. They are independent of workers.

Industrial employers

- Are against unemployment insurance because minimum wages
would go up.
- Pensions = positive, because they could drive away the older
workers.
- Disabilities = positive, everyone contributes to the workers who get
hurt in their industry.
- Healthcare = positive because their workers stay healthy.
