Border security and immigration are primarily the responsibility of Customs and Border Patrol
(CBP) and Immigration and Customs Enforcement (ICE) within the Department of Homeland
Security (DHS). There are other agencies within DHS who are also part of the process such as
the U.S. Citizenship and Immigration Services (USCIS), the U. S. Department of Justice and
U.S. Department of State, the U.S. Coast Guard, and the Transportation Security Administration.

Immigration and Customs Enforcement (ICE) plays a major role in not only stopping the
problems related to illegal employment, but also at prevention. ICE helps businesses secure a
lawful workforce and cracks down on those who rely upon illegal workers [Department of
Homeland Security]. These employers’ prey upon and exploit illegal workers with low pay, poor
working conditions, and threats of deportation. ICE is critical in the removal of the criminals and
fugitives that are here using fraudulent documents for their unlawful activity. ICE is often the
focal point of negative political attention as they fulfill their mission to protect the homeland and
enforce immigration laws.

The United States Border Patrol (USBP) has the primary mission “to detect and prevent
the entry of terrorists, weapons of mass destruction, and illegal aliens into the country, and to
interdict drug smugglers and other criminals along the border” (Haddal, 2010). The USBP is a
part of the Bureau of Customs and Border Protection under the Directorate of Border and
Transportation Security within the Department of Homeland Security (Haddal, 2010). The USBP
has an important job as it pertains to homeland security and the agency has a tremendous role to
play in protecting the United States borders from threats.

U.S. Citizenship and Immigration Services (USCIS) plays its role after referral to the US
government by United Nations High Commissioner for Refugees (UNHCR). After this takes
place, refugees’ interface with the United States Citizenship Immigration Services. This is a unit
within the DHS, conducts in person interviews to determine if an individual qualifies as a
refugee (Wadhia, 2016, p. 673). The homeland security role played by USCIS is critical at
filtering through the hundreds of thousands of immigrants seeking to enter the United States.
With the refugee crisis situation around the world continuing to grow, USCIS must carefully vet
and process these immigrants to prevent bad actors from entering our country.

The U.S. Department of Justice (DOJ) utilizes the Executive Office for Immigration
Review (EOIR) and two administrative courts directed by the Attorney General. They are the
Immigration Court and the Board of Immigration Appeals.
