options have been exhausted, police officers may resort to physical force to restore order in the community. Free
speech is a fundamental right that is essential to the health of any democracy and a constitutionally protected
right, but it frequently conflicts with the rights of others and the need to maintain public order. Ultimately, the
right to freedom of expression must be safeguarded. The right to free speech is a major cause for concern
because individual freedom of expression frequently clashes with the rights of others. In addition, certain modes
of expression have the potential to upset the balance of power and lead to civil unrest, economic disruption, and
criminal activity. Hate speech is a form of free speech, but it can be recognized as harmful to others. It can also
have a ripple effect, which could potentially incite imminent lawlessness. It is necessary to use moderation to
