Time line:
1689: the Bill of rights established the supremacy of parliament over the
monarch

1832: The first reform act is passed which gives the vote to the middle
classes

1846: the repeal of the corn laws by Rober peel which split the Tory party

1852: The year of 3 governments with Lord John Russel's government ending
and Derby’s short-lived government followed closely by Aberdeen who
serves until 1855

1854-56: the Crimean war

1855-58: Lord Palmerston replaces Aberdeen as the head of the Whigs

1856: the treaty of Paris was signed which though being less than
satisfactory, ended the Crimean war

1858: Palmerston’s government is defeated over an issue of the handling of
a plot to assassinate Napolean and he was replaced by a Derby and Disraeli
minority government who abolished the property qualification and annual
income requirement for MP’s

1859: Samuel smiles publishes his book titled self help

1859-61: the Italian movement for unification under Garibaldi

1864: (April) the reform union is created

1865: (February) the formation of the reform league

1859-65: Palmerston forms his 2nd government (the 1st Liberal government)

1865-66: Liberals win the next election but Palmerston dies before taking
office (1865) leaving Lord John Russel to run the party and he proposes a

, new reform bill but resigns when it is defeated by the right wing in his own
party

1866: Gladstone emerges as leader of the Liberal party

1866-68: Another conservative government led by Derby originally though
he delegated to Disraeli in 1868 due to poor health

1867: Disraeli passes the 2nd reform act

1867: Walter Bagehot publishes his study “the English constitution” which
essentially states that the monarch as the right to warn to be encouraged
and to be consulted but holds no real power

1868-74: Gladstones 1st ministry

1870: Gladstone passes the education act

1874-80: Disraeli wins a majority conservative government

1886: 2 thirds of MP’s in the commons were drawn from industry and
commerce professions

 Robert peel who was the conservative prime minister 1841-46
introduced many free trade measures
 The corns laws split the conservative party in 1846
 The corns laws that kept the price of bread high to protect land owners
and farmers from cheap foreign bread and corn
 Peel flight that the Irish potato blight in 1845 was so serious that he
repealed these laws



The 1st reform act:
 As the prosperity of the middle class grew due to industrialization,
they began to campaign for reform
 Before the reform act the commons was dominated by the aristocracy
and the relatives of the house of lords
