- Wanneer moet de overheid zich bemoeien?
1. Marktfalen: problems that cause a market economy to deliver an
outcome that does not maximize efficiency.
 Negatieve externe effecten: als jij niet verzekerd bent en je krijgt de
griep, kun je andere dit ook geven. Jouw beslissing heeft andere
effecten dan alleen op jouzelf.
2. Herverdeling.
- Hoe moet de overheid zich bemoeien?
1. Belastingen of subsidies
2. Het verbieden of verplicht maken van iets kopen
3. Collectieve goederen: door de overheid geregeld
4. Collectief gefinancierd of privaat
- Wat is het effect van overheidsbemoeienis (empirisch)?
1. Direct: als individuen hun gedrag niet zouden veranderen
2. Indirect: als individuen hun gedrag wel veranderen
- Waarom bemoeien de overheden zich op zo’n manier?


H2: THEORETICAL TOOLS OF PUBLIC FINANCE

Empirische instrumenten: de vragen die komen door de theoretische
instrumenten.

Economen maken modellen om te laten zien waarom mensen doen wat ze doen.
Twee componenten:

- Individuele voorkeuren
- Budget

Marktevenwicht
Bij markevenwicht zijn de prijs en het aantal zo, dat de vraag- en aanbodlijn
elkaar kruisen. Beide partijen zijn dan tevreden. Er ontstaat dan een
evenwichtsprijs, PE, en een evenwichtshoeveelheid, QE.

Maatschappelijke efficiëntie
Maatschappelijke efficiëntie representeert de nettowinst voor de samenleving
van alle transacties die zijn gemaakt in een bepaalde markt. Deze nettowinst
bestaat uit twee delen: het consumentensurplus en het producentensurplus.
Samen vormt dat het sociale surplus.

Het consumentensurplus
De ‘winst’ die de consumenten maken bij de aankoop van een goed op de markt
is het consumentensurplus. Het betreft het verschil tussen de maximale prijs die
ze bereid waren te betalen en de werkelijke marktprijs. Het consumentensurplus
wordt bepaald door twee factoren:
- De marktevenwichtsprijs. Dit geeft een situatie op de markt weer waarbij
een bepaalde prijs de gevraagde hoeveelheid gelijk is aan de aangeboden
hoeveelheid.
- De elasticiteit van de vraagcurve. Elasticiteit geeft aan met hoeveel
procent van de gevraagde hoeveel verandert als de prijs met 1%
veranderd.
Hoe elastischer de vraag is, hoe kleiner het consumentensurplus is. De vraag is
dan zeer prijsgevoelig. Het consumentensurplus zit onder de vraaglijn en boven
de evenwichtsprijs Pe
