,Provision of Protection Services in the National Sphere of Government

Introduction

Protection services at the national level play a vital role in preserving democracy,
ensuring social stability, and safeguarding the sovereignty of the state. In South Africa,
these services are aimed at securing the safety and well-being of citizens while
defending the nation’s territorial integrity. They are structured around three main
institutions: the South African National Defence Force (SANDF), the intelligence
services, and the South African Police Service (SAPS). Collectively, they create an
integrated security system that manages both internal and external threats, maintains
law and order, and reinforces the state’s institutional strength.

These services are particularly important because they contribute to the protection of
the rights and freedoms outlined in the Constitution of 1996. By ensuring national
security and stability, the defence, policing, and intelligence sectors provide the
necessary environment for political, social, and economic development. Without efficient
protection services, South Africa would be increasingly vulnerable to crime, instability,
and cross-border security risks.

This portfolio, drawing on Lesson 6 of the study material, critically evaluates the delivery
of protection services within the national government. It highlights the constitutional
responsibilities and practical functions of the SANDF in securing the country, the role of
the intelligence community in strengthening decision-making and early warning
systems, and the SAPS in sustaining law and order. Collectively, these agencies are
indispensable to the preservation of democracy, the defence of state sovereignty, and
the protection of all South Africans in a changing security landscape.

Question 1: The Role and Functions of the South African National Defence Force
(SANDF) in National Security

1.1 Constitutional Mandate of the SANDF
The authority of the South African National Defence Force is established in the 1996

, Constitution, which recognises it as the country’s primary defence body. Section 200(2)
stipulates that the SANDF must be structured and operated as a disciplined military
force, and that its use of force should be defensive in nature (Republic of South Africa,
1996: s200). Its primary duty is to safeguard the sovereignty, independence, and
territorial integrity of the Republic, while also supporting South Africa’s regional and
international obligations.

Further guidance is provided in the Defence Act 42 of 2002, which outlines the specific
responsibilities of the SANDF. These include national defence, cooperation with the
South African Police Service, and involvement in peacekeeping missions. The 2015
Defence Review emphasises the importance of maintaining a modern, professional, and
flexible force that is capable of addressing both conventional and non-traditional threats,
such as terrorism, cybercrime, and instability within the region (Republic of South Africa,
2015).

1.2 Core Functions of the SANDF

a) External Defence
The SANDF’s principal task is to defend South Africa against external military threats.
Although the country has not experienced a direct military attack since 1994, the
SANDF ensures deterrence by maintaining operational readiness and supporting peace
and security initiatives within the Southern African Development Community (SADC).
This involvement underscores South Africa’s commitment to fostering regional stability
and cooperation (Heinecken, 2022: 15).
