4 would control the economics of the airline industry for nearly four decades, approving
air routes and regulating
airfares, until finally being dissolved by the Airline Deregulation Act of 1978. 5 - Answer

forever changed the airport-airline dynamic. Once deregulated, airlines were free to
move operations towards more profitable markets and routes and pull out of less
profitable markets and routes. While some airports experienced a loss of air carrier
service,

, others experienced massive expansion. Deregulation allowed a concept known as "hub-
and-spoke" to take hold. The Air Cargo Deregulation Act of 1976 allowed companies
such as Federal Express (now FedEx) to implement a new method of moving cargo.
Rather than point-to-point service, the hub-and-spoke system allows for cargo to be
transported to a central "hub," where it
is re-sorted and put on an aircraft heading to its final destination. The passenger airlines
picked up on this concept as a more efficient method of moving passengers as well, and
the system is still largely in place today. - Answer -Airline deregulation

It is important to remember that today's and was originally charged with fostering air

Commerce

part of President Franklin D. Roosevelt's "New Deal" to put American's back to work—
assisted in the funding of numerous new airports and expansions of existing facilities. In
all, by 1939, the WPA funded the development or expansion of 852 airports in the U.S. -
Answer -The Works Progress Administration
(WPA)—

provided only 50 percent of the necessary funding for the
airport projects, the airport operators had to provide the other 50 percent through bonds
or other funds. - Answer -WPA

This shaped another principle in the airport industry—federal government funding of
airport improvement projects. The federal government funds public-use airport capital
projects to this day but only a portion of project costs are covered. Today, between
75 to 90 percent of a project is covered by FAA monies for certain eligible projects. -
Answer -cost share approach

World War 2 appropriation, the Secretary of War and Commerce and the Secretary of
the Navy were allowed to acquire land for the development of airports needed for the
war effort. A total of 986 airports were built throughout the U.S. under the DLAND
program. After the war, 500 airports were declared surplus and handed over to cities
and counties for civil use. However, for a municipality to accept an airport, it had to
promise to make it available for public use without discrimination and to the government
in the event of a national emergency. - Answer -Development of Landing Areas for
National Defense (DLAND)

FAAP continued to provide grant funds for certain
airport projects (mostly runway and taxiway development). - Answer -Federal Aid to
Airports Program (FAAP).
