The judicial system is the most essential since it is our government's judicial branch that provides the checks and balances that allow our whole system to function. administration." In your opinion, how could the coordination between different levels of
government be improved? - answersThe inter-organizational context of public
administration has different actors involved in the process until everyone has received
their benefits. This often involves guidelines and objectives involving performance. The
effectiveness of the public service that is delivered is based on the interactions between
the organizations inside of the society. In the textbook titled Public Administration: An
Action Orientation, Denhardt et al. (2014) suggest that inter-organizational networks are
important because they develop in various parts of policy. Coordination is a crucial
issue for any organization's effectiveness, and it is essential at all levels of public policy
or organizational activity. Coordination also aids in the development of cohesive acts,
which have become a critical organizational challenge around the world. In my opinion,

, the different levels of government can be improved by hiring more coordinators for
intergovernmental relations while also hiring more coordinators for the levels of
government in order to avoid challenges. This is due to the fact that delegations of
power to administrative agencies are scattered and overlapping in many areas of
government agency functions. Congress frequently assigns the same or comparable
activities to many agencies, or splits responsibilities among multiple agencies, giving
each agency accountability for a portion of a greater whole. Overlap and fragmentation
are common occurrences. Having coordination policies helps formalize approaches and
it provides useful guidelines for agency staff. Congress can also prescribe reforms and
this helps with the conduct while also being able to develop policies on coordination.

Discuss the importance of "program evaluation" in determining the effectiveness and
efficiency of federal government programs. In your opinion, on what basis should
government programs be evaluated? - answersIn the textbook titled Public
Administration: An Action Orientation, Denhardt et al. (2014) mentions the importance of
program evaluation. Evaluations help identify which goals have been achieved.
Program evaluations also tend to look at the efficiency, effectiveness, sustainability, and
performance measurements attainment. It is important to note that there are a variety of
ways to classify the approaches to program evaluation which involve outcome and
process evaluations. "Outcome evaluations are closely tied to the type of assessment in
performance measurement; they focus on the results of program activity-that is, the
extent to which a program meets its objectives in terms of impact on the environment"
(Denhardt et al., 2014, p. 145). Compared to outcome evaluations, process evaluations
tend to look more into how the programs can be improved in order to meet the
programs objectives better. Program evaluations are important because it is a
systematic assessment of how well a program is operating. In my opinion, government
programs should be evaluated on the basis for what is going to work and what won't in
the government, especially considering federal policies and budget decisions. It can be
challenging in federal programs to know which impacts are attributable. The
government needs to collect adequate evidence to ensure that the program is
effectively working and it can also help with improving the programs when they collect
data. They should be evaluated based on how the people are impacted. Their rights
should not be jeopardized. The Government Performance and Results Act (GPRA) is an
example of governmental evaluations. Federal agencies experience a strategic planning
process to identify 5 year performance outcomes.
