Case study: A former policewoman turns serial killer

Nomia Rosemary Ndlovu, a former South African police officer, was convicted in 2021 for
orchestrating the murders of six individuals – five relatives and her boyfriend – between
2012 and 2018. Her motive was financial gain, as she had taken out multiple life and
funeral insurance policies on her victims, collecting over R1.4 million. Her downfall came
when a vigilant police detective grew suspicious about her activities, and the person whom
she had hired to carry out the murder of her sister and her sister’s five children spilt the
beans. Rosemary was arrested in an undercover sting operation in Bushbuckridge,
Mpumalanga (Geldenhuys, 2024: np).


Rosemary Ndlovu was remanded in custody for over two years before her trial commenced
in July 2021. When the trial started, she promptly embarked on disruptive antics
reminiscent of a circus. Rosemary entered a plea of not guilty to all charges except one.
Evidence presented in court detailed how she profited from insurance policies upon the
deaths of her victims, amassing a total of R1 391 263.24 in benefits. Among her victims
were her cousin, Witness Madala Homu, found dead with head injuries in March 2012; her
sister, Audrey Somisa Ndlovu, poisoned and strangled in June 2013; her boyfriend,
Maurice Hingwane Mabasa; her cousins, Zanele Motha, beaten to death in June 2013,
and William Mashaba, found murdered in April 2017; and her nephew, Brilliant Meshego,
who died from head injuries in January 2018 (Geldenhuys, 2024: np).


Cell phone records placed Rosemary near the crime scenes, while handwriting experts
highlighted her involvement in fraud. Hitmen contracted to carry out the murders of her
mother, sister, and sister’s children testified, revealing promises of payment from
Rosemary. Some witnesses, like her cousin Gladys, who also faced a hit ordered by
Rosemary, chose to disappear out of fear, rather than testify against her cousin-turned-
serial killer. Rosemary’s mother testified in her defence, unable to reconcile the idea of her
daughter being a cold-blooded killer. At the same time, Rosemary wove a fabric of lies to
shield herself (Geldenhuys, 2024: np).


On 28 October 2021, shortly after being found guilty of murder and fraud, among other
charges, Gauteng police confirmed that Rosemary Ndlovu faced two more counts of

conspiracy to commit murder while incarcerated. It is alleged that she sought to have her
former commander, Col Nthipe Boloka, and the investigating officer in her case, Sgt Keshi
Mabunda, killed as she held them responsible for her arrest. She allegedly paid a hitman
money to carry out the killings. However, the scheme was uncovered, and a case was
registered in Tembisa in October 2018, several months after her arrest. Despite initially
being held at the Johannesburg Correctional Centre (also known as Sun City), it was
reportedly discovered that she had illegal access to a cell phone while in custody and made
efforts to orchestrate the murders. She was transferred to Kgosi Mampuru Correctional
Centre in Pretoria. Throughout her trial, Rosemary was transported from Pretoria to
Katlehong in Ekurhuleni for more than an hour, where proceedings took place at the Palm
Ridge Magistrates' Court (Geldenhuys, 2024: np).


On the afternoon of 5 November 2021, Judge Ramarumo Monama handed a life sentence
to Nomia Rosemary Ndlovu for each of the six murder charges. She was also sentenced
to five years' incarceration for defeating the ends of justice and ten years' incarceration on
each of the four counts of fraud. Rosemary was further sentenced to ten years'
incarceration for each count of incitement to commit murder, as well as ten years'
incarceration for the attempted murder of her mother (Geldenhuys, 2024: np).
