Hand Signal - ✅✅ A signal given by the motion or position of a person's hand
and arm. A light shall be used in areas of low visibility.
Hazard - ✅✅ Any real or potential condition that can cause injury or death or
damage to or loss of equipment or property.
Hi Rail Vehicle - ✅✅ A truck or Automobile with retractable flanged wheels
that permit it to be used on either the roads or the tracks
Hot Spots - ✅✅ Locations on the Roadway where additional Roadway Worker
Protection is required
Hot Stick - ✅✅ A voltage testing device used to verify third rail power outages,
or the use of the device.
Inaccessible Track (IT) - ✅✅ The authority issued to the RWIC by ROCC to
control specific working limits. A physical barrier is used to render the track
inaccessible to rail vehicle movement into the working limits.
Incident - ✅✅ An unforeseen event or occurrence which does not result in injury
or property damage.
, Individual Train Detection (ITD) - ✅✅ A protective measure in which an
individual detects approaching rail vehicles and moves to a place of safety before it
arrives. All roadway workers must use ITD in conjunction with all other forms of
RWP. On the Roadway ITD is not acceptable for personnel as a sole form of RWP
Interlocking - ✅✅ An arrangement of track and signals that permits trains and
track equipment to safely change tracks
Intermediate Boundary Fence - ✅✅ A 5 ft high flastic chain fence which is
positioned 10ft from the end of the cross ties along sections of Metrorail above
ground roadway. Where constructed, it separates Metro property into roadway and
NON-roadway territory. Individuals on the track side of the Intermediate boundary
fence are considered "on" roadway; individuals non-track side of the Intermediate
boundary fence are considered "off" the roadway
Mainline Track - ✅✅ All tracks on the operating railroad, except yards and
terminals.
Maintenance of Way Track - ✅✅ A segment of track not under the control of
ROCC or Tower Operator. This track is where employees, trains, railroad
maintenance machines and/or equipment are permitted to move under local
supervision. Maintenance of Way Tracks do require appropriate Roadway Worker
Protection
Mobile Command Center (MCC) - ✅✅ The Mobile Command Center is
designated as the RWIC for all Shut Down activities where the MCC is activated.
All crew Leaders in the work area report to the MCC-RWIC. The MCC-RWIC
also shall possess any/all Red Tags necessary to perform all activities within the
work area.
