Question 1 (15 Marks): Understanding the Concept of Early Childhood
Development (ECD)
Compare and contrast the ECD approach in South Africa with that of a European
country of your choice. Support your discussion with relevant examples.
🔹 What is Early Childhood Development (ECD)?
Early Childhood Development (ECD) refers to the process through which young
children—typically from birth to nine years—undergo physical, cognitive, emotional,
social, and moral development. These formative years are widely recognised as the
foundation for lifelong learning, behaviour, and health (UNICEF, 2017). Research in
neuroscience has shown that more than 80% of brain development occurs by the age
of five, indicating the immense importance of early experiences on a child’s future
potential.
ECD encompasses more than just preschool or crèche education. It includes:
Early stimulation and learning opportunities (play-based, language-rich activities)
Access to nutrition and health services
Responsive and supportive parenting
Protection from abuse and trauma
Social, emotional, and cognitive nurturing
ECD is thus a holistic concept involving families, communities, and multiple state
services such as health, education, and social welfare.
