to handle the vast array of tasks required in public institutions. Therefore, to establish
order and coherence in government operations, it becomes essential to group people
based on specific relationships, defining who reports to whom in a superior-subordinate
structure. This process of structuring is known as organising. It involves creating an
organisational structure that outlines the allocation of authority, responsibility, and
accountability to effectively achieve institutional objectives (Bryson & George, 2020).
This essay will identify and discuss the key components of organising, illustrating them
with examples from a South African provincial Department of Health, and offer brief
suggestions for improvement.

Organising within any large institution is fundamental to its effective functioning,
particularly in the complex environment of government activities. As the sources
highlight, it is simply impossible for a single individual to undertake the vast array of tasks
required in such an environment. To bring order to governmental activities, it becomes
necessary to group people according to defined relationships, establishing clear lines

known as organising. Organising involves the creation of an organisational structure,
detailing the allocation of authority, responsibility, and accountability to facilitate the
achievement of institutional objectives according to Akkartal and Aras (2021). This
structure dictates how work is divided, who reports to whom, and how individuals
interact to accomplish their tasks. Top management is typically responsible for
establishing the overall organisational structure, determining the vertical levels and the
extent of formal rules and procedures used by lower-level managers. As work is divided
among various individuals, a hierarchy of authority emerges, arranging workers in
superior-subordinate relationships.
