Introduction




Inclusive education is a key principle in South Africa’s educational landscape, aiming to
ensure that every learner, regardless of their individual barriers, has access to quality
education. To support this vision, the Department of Basic Education introduced the
Screening, Identification, Assessment and Support (SIAS) policy in 2014. This policy
builds on the vision of Education White Paper 6 and seeks to promote a systematic and
holistic approach to identifying and addressing learning needs in the classroom. It
emphasises the importance of early identification, collaboration among stakeholders,
and providing appropriate support to learners within their local communities. Central to
this approach are the principles of assessment that aim to improve teaching and
learning by identifying barriers and planning interventions. This assignment explores
two key principles of assessment that promote effective teaching and learning, and
investigates teachers’ perceptions of the SIAS policy as an integral part of inclusive
education.
