Community policing will require a change in - ANS-management style, mission statement,
department organization, and the general approach to fighting crime.
Change management is the development of - ANS-an overall strategy which examines the
present state of the organization, envisions the future state of the organization, and devises the
means of moving from on to the other.
Yet another change is that community policing usually - ANS-requires a different management
style. The traditional autocratic style effective during the industrial age will not have the same
effect in the 21st century.
Once viable alternative to the autocratic style of management is participatory leadership.
In Participatory leadership each - ANS-individual has a voice in decisions, but top management
still has the ultimate decision-making authority.
Authoritarian Style is - ANS-- Response
- Individual effort and competitiveness
- Go by the "book"; decisions by emotion
- Maintain status quo
- Control and watch employees
Participatory Style is - ANS-- Problem solving
- Teamwork
- Use data-based decision making

Participatory Style is a - ANS-management style in which each individual has a voice in

strengths and weaknesses, successes and failures is an important step in creating a vision for
the future.

personnel within the department and the community the department serves. A vision should be
something that everyone involved can buy into and feel a part of. This means involving leaders
from within the department and the community from the beginning of the transition.
Union support for community policing is - ANS-absolutely necessary. Without it- or worse with
open opposition- the risk of failure is high. Union leadership has tremendous influence over its
members, who will likely follow the lead of union officials.
Unions are concerned about - ANS-issues they perceive as affecting officers negatively,
including the likelihood of permanent shifts and area assignments, concern that COP may
negatively affect the union contract, the perceived increase of power and influence the
community will have in department matters, the potential that citizen review boards may be
formed under community policing, the perceived softening of the police image, officer safety
concerns, and the concern of officers being held responsible for the crime that occurs in their
assigned area.
Flat Organization is - ANS-unlike a typical pyramid organization chart, the top is pushed down
and the sides are expanded at the base. In a police department, this means fewer lieutenants
and captains, fewer staff departments, and fewer staff assistants but more sergeants and more
patrol officers.
Empowered is - ANS-Granting authority and decision making to lower-level officers
Decentralization is - ANS-An operating principle that encourages flattening of the organization
and places decision-making authority and autonomy at the level where information is plentiful,
usually at the level of the patrol officer.
Law enforcement agencies must compete not only with - ANS-private police but also for the
college graduates now entering the workforce
A Neighborhood survey might - ANS-also offer police and opportunity to find out how citizens
perceive crime and disorder problems in their community, posing questions such as the
