-Officers should take extra precaution when coming in contact with a perceived sovereign
citizen.
-A common way to encounter a sovereign citizen is a traffic stop. Indicators of potential
sovereign citizen encounters during traffic stops are unusual license plates bearing terminology
such as...
i) UCC followed by numbers
ii) Republic of (state)
iii) Diplomat (no country listed)
iv) A fictitious county or Native American tribe
v) DOT
vi) Postmaster
vii) Constitution or constitutionalist
viii) Exempt
