Proposal Outline:
I. Introduction
A. Hook: Imagine a city where the skyline is not defined by towering monuments of
architectural marvels, but by the aspirations and needs of its residents. The
Housing and Urban Development Committee of the City Council faces a pressing
challenge: the scarcity of affordable housing options for low-income families. As
the gap between housing costs and income widens, the dream of a safe and st
able home becomes increasingly elusive for many. .;This is not just a housing
crisis;
it's a call to action for equitable and sustainable urban development.
B. Thesis: The Housing and Urban Development Committee of the City Council
should Enhance the government investment in housing for low income families
because It can lead to the construction of more affordable housing., Offering
incentives to developers to build affordable housing can get more involved., and
, Implementing policies to protect tenants from eviction and ensure stable housing
for these families..
II. Problem: The issue in my community that I choose to focus on is the lack of

Additionally, there is a systemic failure of the private market to adequately serve

individuals living with disabilities. These challenges are compounded by
economic inequality and disparities in access to resources, making it difficult for
low-income families to find housing that is both affordable and suitable for their
needs.
1. Evidence: The source "Addressing the Affordable Housing Crisis

highlights that rents have risen at a historic rate, particularly
between
2017 and 2022, making it difficult for low-income families to afford
housing. It suggests that a comprehensive housing strategy is necessary,
which includes developing new units, preserving existing affordable
housing, and expanding rental assistance programs like the Housing
Choice Voucher program. The source also notes the long-standing issue
of rent burden among families with the lowest incomes, exacerbated by
the fact that federal rental assistance reaches only about one in four
eligible households.
B. Effects of Problem: The lack of affordable housing for low-income families has
far-reaching consequences. It exacerbates economic disparities by limiting access
to employment opportunities and educational resources, which can perpetuate
