1. Always verify the incident address and the callback number regardless of ANI/ALI
information.
2. The EPD must weigh the conflicting priorities of obtaining (and verifying) a useful
location and helping the caller get to safety. A caller may be unable to identify the
exact location for a variety of reasons. If the initial effort fails, attempt briefly to
obtain the street or highway of travel, direction of travel, and last cross street or
identifiable object seen. Further attempts to locate can be made as time permits.
3. Silent calls (TTY activation) and open-line calls with or without sounds of a
disturbance in the background should be handled according to local agency
policy. If at any time a caller begins to communicate, the call should be handled on
the appropriate CC Protocol.
4. When a more specific CC becomes known, shunt to the correct CC Protocol
during interrogation.
5. When possible and safe to do so, Case Entry and KQ's must be completed, even
when an ECHO determinant has been selected.
7. The calltaker will suspend questioning when it is necessary to give instructions

pertaining to caller/victim safety or care. Upon completion of necessary
instructions, the calltaker must return to the question sequence.
8. All suspects are to be considered armed until proven otherwise.
9. Always inform responders if weapons are involved or if any information relates to
officer safety.
10. A weapons suffix should be used only if weapons have been seen or mentioned
by the caller. The absence of a weapons suffix does not indicate there are "no
weapons" but that the caller does not have information regarding weapons.
11. If the caller is unable to provide all DESCRIPTION ESSENTIALS information,
bolded items must still be asked unless it is obvious that the caller has never seen
or does not have any information about the person(s) or vehicle(s).
12. In multiple-suspect incidents, bolded items must be asked for all armed
suspects. DESCRIPTION ESSENTIALS for the remainder of a group should be
obtained according to agency policy.
13. Instructions about following a suspect's vehicle should be handled according to
local policy.
