Office of Consumer Protection investigates consumer complaints alleging unfair or deceptive trade practices Regulated Industries Complaints Office (RICO) statewide agency of DCCA; enforces the regulatory standards of our profession by receiving, investigating and prosecuting complaints against licensees Professional and Vocational Licensing Division of DCCA oversees regulatory activities of the boards and commissions within the department, as well as other licensing programs Hawaii Real Estate Commission consists of 9 members appointed by the Governor: (1) four must be licensed brokers; (2)three must be licensed brokers or salespersons; (3) two do not hold licenses, but are public members; (4) four are from Oahu; (5) one each from Maui, Hawaii and Kauai; (6) appointments are for a term of four years Applicants for a Hawaii real estate license must: (1) demonstrate their competence by passing an exam; (2) be at least 18 years of age; (3) have completed an approved 60-hour course from an accredited real estate school in Hawaii Applicants for a Hawaii real estate brokers license: (1) must have worked full time as a salesperson for 3 of the last 5 years; (2) must have successfully completed an approved 80-hour course from an accredited school Definition of a broker or salesperson anyone, who for compensation, engages in any aspect of handling other people's real-estate as a whole or partial vocation; includes sale of options. All salespersons must be employed by or associated with a real estate broker. Exempt from the requirement of having to obtain a license 1) all owners of real estate except those engaged in the business of real estate development or brokerage; (2) all persons acting in a legal capacity such as receiver, executor or guardian; (3) any person who leases real estate of which he is the custodian or caretaker, provided he does this for no more than a single owner; (4) any person who rents or operates a hotel; (5) any provider agency of a homeless facility Broker-Salesperson a person who possesses a valid broker's license, but is employed by another broker, and is, in effect, acting as a salesperson
