Also creates funds for general child welfare services. Social Security Act TitleIV-E - Includes the Adoption Assistance and Child Welfare Act of 1980, which created Title IV-E funds. Title IV-E children receive foster care reimbursement to achieve permanent living arrangements. Also requires that reasonable efforts are made to prevent children from entering foster care and reunification, written case plans, and periodic review. Indian Child Welfare Act (ICWA) - Passed in 1978 in recognition of the importance of preserving the Native American heritage, culture and communities. Inter-Ethnic Placement Act (IEPA) - Prohibits any consideration of children's race or ethnicity as a factor in deciding which permanent placement will be in their best interest.Abused and Neglected Child Reporting Act (ANCRA) - Requires DCFS to receive reports of abused children, to investigate, and to provide services to prevent further harm. Provides definitions of child abuse and neglect and lists mandated reporters. Confidentiality - Records concerning reports of child abuse or neglect are confidential and cannot be disclosed. Juvenile Court Act - Authority of Juvenile Court to intervene in the lives of children and families. All children in foster care fall under their jurisdiction. Interstate Compact on the Placement of Children - Governs the provision of care for children in foster care from one state to another. Consent Decrees - Have the force of law and child welfare professionals must comply with the requirements of each decree.
