H6 Master Budget and Responsibility Accounting

Budget defined:
- Begroting is een in geld uitgedrukt plan
- Als de begroting taakstellend is, spreek je van een budget.
- Kwantitatieve uitdrukking plan van management over bepaalde periode
- Zowel financieel als niet-financieel.
- Budget is een hulpmiddel bij coördinatie en uitvoering van een plan.

Budget: er zitten consequenties aan t.o.v. begroting.

The budget process = PDCA process (plan, do, check, act)

Ongoing budget process:
1 Planning van uitvoering -> managers en accountants
2 Specifieke verwachtingen verschaffen. -> senior managers
3 verschillenanalyse -> accountants helpen managers
4 Opnieuw plannen o.b.v. feedback. -> managers en accountants

Functies Budgetteren:
- Bevordert planning, coördinatie en communicatie binnen het bedrijf.
- Toewijzingsmechanisme van beperkte middelen.
- Delegatie van plichten, verantwoordelijkheid en machtiging voor ondergeschikten.
- Plicht voor verantwoordelijkheden van verantwoordelijkheidscentrum.
- Kader voor beoordelen van prestaties.

Bottom up: Als het begrotingsproces ondersteboven is dan motiveert het managers en andere
medewerkers.
Verantwoordelijkheden lagere managers: leveren marktinformatie, klantbewust, eigen
zelfstandigheid. Senior managers beheren op hoogte punten, niet op detail.

Responsibility center: onderdelen, segmenten waar iemand verantwoordelijk is binnen die afdeling.
- Costs -> alleen kosten
- Revenu -> alleen ontvangsten
- Profit -> winst
- Investment -> investeringen

Budgets and Feedback -> verschillen
- Spending variance (prijs)
- Efficiency variance (hoeveelheid)
- Production volume variance (bezettingsresultaat)

Budgetting and Human Behavior
- Budgetten worden misbruikt voor andere dingen.
- Je bent ergens verantwoordelijk waar je helemaal geen invloed op hebt.
- Budgetary slack: budgetten extra laag houden zoals het nooit kan tegenvallen maar alleen
meevallen. Opbrengsten laag en kosten hoog.

Verschillenanalyse werkelijkheid & verwachting (budget)
* Cost & revenue objects: kosten & opbrengsten
* Management by objective: doelen stellen samen met de medewerkers
* Static budget -> geplande eindproducten volgend periode (dit wijzigt niet) -> voorcalculatorisch
* Flexible budget -> werkelijke productie vergelijken met werkelijk verbruik. -> nacalculatorisch




Sales volume zegt niets over goed of slecht gedaan maar alleen over meer of minder verbruikt.

Favorable variance -> hogere opbrengsten dan verwacht -> (F)
Unfavorable variance -> hogere kosten dan verwacht -> (U)

Voorbeeld A: KLM Kleding in Enschede maakt en verkoopt jassen. Er zijn geen fabricagekosten.
Productie=verkoop. Er is geen begin- & eindvoorraad materiaal, jassen en Wip.
