Registration (initial and annual renewal) 2. Quality Assurance Program 3. Practice Advice What is the Inquiries, Complaints and Reports Committee (ICRC)? It is a screening committee that reviews: 1. Health inquiries (e.g., capacity concerns) 2. Complaints (from public or another registrant) 3. Registrar reports (the College has come to know of improper activity) What decisions can the ICRC make? - Take no further action - Refer to discipline - Issue a specified continuing education and remediation plan (SCERP) - Issue a caution (written, oral) - Reminder, advice - Investigate capacity To refer to discipline, what two questions must the committee be able to say "yes" to? - Do the allegations warrant a referral to discipline? (seriousness test) - Could the evidence meet the onus of proof? (sufficiency of evidence test). What is the Discipline Committee? - This committee is considered independent from the College - Quasi-judicial - They are the "judge" and the college and the registrant are the two parties (each make their case) Discipline Panel - Discipline hearings are public - This inherently increases the impact - This also allows for the College to use the case as a deterrent What can the Discipline Panel do? 1. Direct the Registrar to REVOKE the member's certificate of registration 2. Direct the Registrar to SUSPEND the member's certificate of registration for a specified period of time. 4. Direct the Registrar to impose specific terms, conditions, and limitations, on the member's certificate of registration for a specified or indefinite period of time. 4. Requiring the member to appear before the panel to be reprimanded. 5. Requiring the member to pay a fine of not more than $35,000 to the Minister of Finance. What is the purpose of the Quality Assurance Program? The purpose of the Quality Assurance program is to ensure that registrants practice competently and continually enhance their skills and knowledge. SUPPORTING registrants to comply with the practice standards, is one of the most effective methods to proactively protect the public. What are the components of the Quality Assurance Program? - Continuing education or professional development -Self-Assessment Tool (annual online submission, includes continuing education) - Peer and practice assessments - A mechanism for the College to monitor registrant's participation and compliance What are the Quality Assurance Indicators? 1. Management Practice Indicators: SLPs manage their practice in an accountable manner. 2. Clinical Practice Indicators: SLPs possess, continually acquire and use the knowledge and skills necessary to provide high quality clinical services within their scope of practice. 3. Patient/Client Centred Practice Indicators: SLPs ensure that their patients are treated with respect and are provided with sufficient information and opportunities to make informed decisions regarding intervention. In making clinical decisions, the patient's interests should be primary. 4. Communication Indicators: SLPs communicate effectively. 5. Professional Accountability Indicators: SLPs are accountable and comply with legislation regulations, Code of Ethics and other By-laws, and practice standards.
