Green paper: This is a consultative document on a topic in which the government's view is put
forward with proposals for law reform. Interested parties can send comments so that necessary
changes can be made. Green papers can be issued by a minister who is responsible for
the matter. An example is the Green Paper on ageing and competition and markets green paper
2018.
After they have appropriately responded to the feedback they received on the Green Paper after
the consultation period has ended, the government will publish a White Paper.
White paper: This is the government's firm proposal for new law. A White Paper is a document
issued by a government department which contains detailed proposals for legislation. It is the final
stage before the government introduces its proposals to Parliament in the form of a bill. An
example is the 201Y Foreign Policy White Paper and repeal bill white paper 2018.
