Sequential Bilingualism may develop in households where parents are bilingual one parent may speak to the child in one language whereas the other parent may speak to the child in another. Circumstantial Bilingualism children who typically home from families who have recently immigrated to this country or who live in homes where parents/ family members have primarily, if not exclusively, conversed in their native language Elective Bilingualism occurs when individuals have selected to learn an additional language (ie english speaking child enrolled in a bilingual program) The Education for All Handicapped Children Act of 1975 This law required that students be assessed in their native language when feasible and in a nondiscriminatory manner
