College 17: wetgeving in de jeugdzorg.
Wetgeving in de jeugdzorg.
Wet publiek gezondheid: was al verantwoordelijk van de gemeenten: GGD voert uit. 3
decentralisaties: 3 D’s per 1-1-2015: jeugdwet, WMO (maatschappelijke ondersteuning),
participatiewet: werk en inkomen (tegenprestatie). Deze zijn nu ook de verantwoordelijkheid van de
gemeenten. Restant van de AWBZ is WLZ (wet langdurige zorg) geworden.

Transitie.
Transitie gaat om verantwoordelijkheid die van rijksoverheid (AWBZ) en provincie (jeugdwet) naar de
gemeenten gaat.

Transformatie.
Transitie en transformatie jeugdzorg. Dit gaat om de andere manier van werken: vanuit de wijk,
gericht op systeem, eigen regie, meer preventie.

Zelfredzaamheidsmatrix.
Instrument dat gebruik wordt om zorgsituatie te inventariseren en voor indicering. Beleidsregels
jeugdwet geven de instructies (zie beleidsregels gemeente leeuwarden op blackboard). Uitkomst: zie
opvoedingskwadrant.
