Healthcare Program/Policy Evaluation Medicare Part D enacted in 2003 and lunched in 2006 Description Medicare is a federal health insurance program that covers American seniors who are 65 years or older and some people with permanent disabilities while Medicare part D prescription drug benefit is a voluntary outpatient prescription drug benefit for Medicare beneficiaries that is available for the same population effective in 2006 (Kaiser Family Foundation (KFF), 2018). People with private insurance plan can utilize part D drug benefit approved by the federal government, all individual covered by Medicare may choose to enroll in either stand-alone prescription drug plans (PDP) in addition to their traditional Medicare or Medicare Advantage prescription drug (MA-PD) plans which covers drugs and all Medicare benefits, also people with low income and modest assets who qualify for Medicare benefit are qualified for assistance with part D plan premium and cost-sharing (KFF, 2018). According to CMS, (n.d), data is collected for analysis to determine the success of the Medicare program through interview with medical staff, focus group with caregiver staff and focus group with patients; family members, patient satisfaction surveys, financial analysis, evaluation from medical team, number of referrals, and staff turnover rate. However, Medicare part D was evaluated through patient satisfaction survey and financial analysis of the program (Medicare Access for Patients Rx (MAPR), 2018).
