Opdrachtgever Wolters Kluwer Nederland is een leverancier van professionele informatie, softwareoplossingen en diensten voor artsen, accountants, juristen en professionals op het gebied van fiscaliteit, financiën, audit, risicobeheer, compliance en regelgeving (Wolters Kluwer, 2021). Vanwege het hoge verloop van klanten heeft Wolters Kluwer Nederland de opdracht gekregen komend jaar de omzet autonoom met 6% te laten groeien. Dat is een netto groei, dus rekening houdend met churn (Onderwijsonline, 2021). Om deze groei te bereiken heeft Wolters Kluwer Nederland besloten om de overheidsmarkt nader te onderzoeken, met name de gemeenten, provincies en waterschappen. Het doel is om aan deze marktonderdelen de huidige collecties te verkopen (Onderwijsonline, 2021).
