On April 16, 2016, Dr Sandile Tshabalala, chief executive officer (CEO) of Prince
Mshiyeni Memorial Hospital (PMMH) in KwaZulu-Natal (KZN), South Africa,
considered the problem of perceived resource constraints at his institution as he
drove through the lush, green, winding hills of Cato Ridge (the Valley of a Thousand
Hills). He was on his way back to his home in Durban from the special meeting of
public hospital CEOs in Pietermaritzburg. He reflected on the meeting, at which he
had had to account for some difficult issues facing the hospital. These included poor
service delivery, resulting in patients “toyi-toyi‟ing” (singing and dancing in protest) to
protest the long queues at the pharmacy and hospital employees‟ dissatisfaction with
their working conditions.
Tshabalala had taken on a difficult role when he accepted the position as CEO of
this public hospital on April 1, 2015. He was thankful for the cool aircon blowing over
him in the hot, humid climate of the KZN Province. He resolved that he would take
decisive strategic action and would not accept the excuse of resource constraints
any longer. He was determined that the hospital should regain its glory. His
challenge would be to change the mindsets of all stakeholders, particularly those of
the healthcare workers and patients. To do this, Tshabalala needed to be in tune
with the context, and he would do this by increasing his understanding of each of the
stakeholders‟ needs.

You are an OD consultant contracted to provide guidance to the hospital on how to
deal with its challenges. You agree with Dr Tshabalala and the hospital management
team that the hospital would indeed benefit from strategic action.
Prepare a preliminary report explaining how you would use the integrated strategic
change (ISC) as a strategic change intervention to assist the hospital in improving its
performance and effectiveness. (30 marks)

they may make changes to the business's policies, structure or processes. Often,
these changes serve as a response to market opportunities or threats. It is an
