1. Introduction: The establishment of the economic and monetary
union
● At the basis of the European Economic Governance is the EMU
○ EMU: Economic and Monetary Union
○ This is a set op EU policies that govern the euro as a currency
○ The EMU rules are binding for all eurozone members
■ This is based on hard criteria and sanctions
○ EMU consists of an economic and a monetary policy
■ These are independent according to the treaties

● Economic Policy refers to the budget
○ Problem: 27 national budgets while having 1 currency
■ National budgets are 40% of the GDP of the member states
○ Result: EU has its own budget, but this does not replace the national budgets
■ EU budget is 1% of the GDP of the EU member states
○ EU coordinates the national budgets so that the monetary policy is not
undermined

● Monetary Policy refers to keeping the inflation under control
○ Inflation is the increase of price of goods and services
○ The EU has one single monetary policy in order to manage the Euro, single
currency, and the 27 budgets

● There is an old and a new economic governance
○ This is the result of the debt crisis and the financial crisis.
