Within this report, I will discuss and examine how strategies can be used to de-
velop public health policy to meet the goals as well as use various contributors’
reports to demonstrate how the strategies are used to achieve the goals.

Public health is what is implemented to promote and protect the health of indi-
viduals, this is also where the individual may live or learn. Public health is imple-
mented to be able to keep track of all outbreaks of dangerous diseases, preven-
tion of any injuries of vulnerable individuals and be able to then explain why peo-
ple who have a low quality of life have poor health compared to those individuals
with a high quality of life have better health. The importance of Public Health is
that “Working at a community level is able to promote healthy living, this helps
prevent chronic diseases and brings the greatest health benefits to the greatest
number of individuals who are in need”. ✓P1 When it comes to public health,
Beveridge is a well-known contributor when it comes to promoting public health
within society. The Beveridge report 1942 was written by William Beveridge, his
report explained that within the post-wat it was important for change to be im-
plemented. ✓P1Beveridge recommended that the government should identify
various ways to fight against diseases which individuals have to face every day;
Beveridge had an important role within the political undertaking and was a well-
known expert of the problems which the unemployed face. Within the Beveridge
report he suggested that all employed individuals should have to pay the govern-
ment a percentage of money which would give benefits to those who are unem-
ployed, ill or elderly within society. Beveridge wanted to ensure that there is a
minimum standard way of living within Braining, within his report which he wrote
within 1942 the ideas which he provided gave a solid foundation of the modern-
day welfare. ✓P1

A policy is similar to a rule, they are implemented as guidelines to be able to
help work places and service providers to provide a safe environment for service
providers to live and visit. Having policies implemented enables service
providers to remain organized, this then allows them to provide excellent care as
they have simple ‘rules’ to follow (Safeopedia, 2017). As well as this, as they are
a set of ‘rules and principles it enables the government to be guided by a set of
public affairs or legislations but are always linked directly back to the policies im-
plemented. The national health services act 1946 was introduced within July
5th, 1948. The act was implemented to ensure that the minister if health was
able to promote the organization of health service to help improve physical and
mental health of individuals within society, the act also had a demand that all
services should be free of charge to anyone. This then allowed a various range of
medical teams to become one and work as a multi-disciplinary team. ✓P1 This
includes hospitals and pharmacist to work together, the hospitals would inform

the service user of their condition and the pharmacist would provide any pro-
scription medication which the service user has been recommended by the
health professionals they were seen by. The NHS act has changed in a numerous
range of ways such as being funded for more staff to be employed, which has
now become 149,000 more than it was within 1946. There are not 149,000 more
nurses than there was within 1946; there are 103,300 more doctors than there
was within 1946. Money for the MHS has also increased within that period; this
allows better health care treatments to be provided for those who need it the
most. Prescriptions are no longer free within the United Kingdom, now individuals
are changed £8 and more depending on the product they are being given. Within
1948, because of the poor NHS treatments and funding the life expectancy for
men was 65.9% and a woman was 70.3%. Compared to 2021, men’s life ex-
pectancy has increased by 9.6% and woman by 12.8% due to the new treat-
ments and findings being provided. ✓P1

The National Aims of Public Health Policy
The public health policy was implemented with an overall aim to be achieved,
this aim consisted of the public health policy to be able to provide good condi-
tions for better health among the whole population and prevent any health differ-
ences between each of the various generations within society. The public health
policy has six aims all together to help reach the overall aim; this is because the
government believes that if these aims are put into place, then they will help
make changes to the barriers which are causing ill health within society. ✓P1
The first aim which the government implemented is to planning national provi-
sions of healthcare and always promoting the health of the population, this is to
ensure that advice and guidance is given to the population to help them better
their health. This aim can be achieved by health professionals having the right
training, this is because they would be provided with the right knowledge and
skills to be able to advice and guide the population with the right knowledge as
to of how they can better their health.

The second aim is to identify and monitor the needs of the population; this is be-
ing able to find out what the issue is and being able to take control without it be-
coming a global outbreak. ✓P1 This aim can be achieved by the government en-
suring they are providing researchers with the correct equipment; this would
help achieve this aim as the researchers would be able to get in depth data
about the issue and the causes and as well as this, they would be able to help
scientist as they would be able to find the correct cure to prevent it from becom-
ing a global pandemic. The third aim is being able to identify and reduce the in-
equalities between groups and communities within society; this is ensuring that
the same health treatments are given to everyone no matter their different char-
acteristics. This aim can be achieved by the government being able to see which
social groups are affected the most by certain condition and issues within mod-

ern day society, this then allows them to be able to find interventions to be im-
plemented to ensure that all individuals are treated fairly and are given the same
treatment as everyone else. ✓P1

The fourth aim is ensuring that they are protecting individuals, groups, and com-
munities within society from threats to health and wellbeing that arises from en-
vironmental hazards and communicable diseases. This aim can be achieved as
the local authorities in place are having the correct guidance to ensure they are
protecting those in their community from harmful diseases and hazards around
this, this can be done by providing health clinics around each area and ensuring
all individuals are educated and well knowledge about the issues arising in their
area. The fifth aim is to be able to address specific national health problems over
a period; this is ensuring that all issues which have raised numbers then can be
addressed with an action plan to control it. This aim can then be achieved as the
government as they can collect all information and use it to be able to have an
intervention plan, this intervention can then be used to ensure that there are no
rising numbers which can enable the illness or hazardous substances from caus-
ing illnesses. ✓P1

The last aim is being able to develop programmes to screen for early diagnosis
of disease, this then enables the health care professionals to be able to take con-
trol and prevent it from becoming worse. ✓P1 This aim can then be achieved as
the government as they can collect all information and use it to be able to have
an intervention plan, this intervention can then be used to ensure that health
care professionals are able to act as soon as possible before the issue worsens.

Aim one: Planning national provisions of healthcare and promoting the health of
the population
A national provision is a policy and guideline implemented by the government,
this is to ensure that all service providers are giving the best equal and quality
care to service users (Cattanach, 2016). Before implementing a national provi-
sion, the government have to ensure that they are collecting all the right data on
factors which effect health such as: lifestyle, education and poverty. ✓P1 Using
the statistics collected, the government are then able to identify the current
health trends when it comes to individuals' health and this then allows them to
be able to create action plans to be placed to prevent this trend from occurring
again and because of this then influences which provisions are required for the
nation to follow. The national provision is a set of policies and guidelines which
the movement implemented to ensure that the population follows to ensure that
the population follow the guidelines to allow quality and equality of care from a
various range of care providers, it is highly important for the government for the
population to follow the guideline as it then allows all the individuals to have ac-
cess to good health regardless of their differences. ✓P1 As well as this, the

health planning process is extremely complex as it is linked to three distinctive
features within society, health is seen as the labor-intensive sector and as well
as this there is a balance between clinical and health perspectives within society
too. It is also highly important for the government to ensure that the population
are also following the guidelines as within the 20 th century medication and tech-
nology has become more advanced as the time goes by, this then means that
each of the health care providers and settings must work in an effective and safe
way to protect the service users and all the population from ill-health. ✓P1

The national health policy has several health issues to tackle such as covid-19,
type two diabetes, mental health, bowl cancer and dementia. Within the United
Kingdom obesity is being tackled by the Change for Life campaign, this was cre-
ated by the government which was implemented to ensure that they were tack-
ling obesity. The government had assessed the data collected within the United
Kingdom based around obesity, this then allowed them to be able to assess how
NHS services help individuals lose weight and as well as this they also create
campaigns such as Change for Life to encourage individuals to become more ac-
tive and Eatwell which is encouraged by the Eatwell plate. ✓P1Within the United
Kingdom, there is an estimation of adults of 28% who are obese, and the rest of
individuals are 36.2%. Within the United Kingdom, there is an estimation of
young children who are also obese, and this is 9.9% of the children being ages 4-
5 years old and 13.1% are classes as overweight in the eyes of the NHS. Children
within the age band of 10-11 years old have several 21% obese individuals and
14.4% are overweight within the UK, all the data collected and assessed was re-
searched by the National Child Measurement Programme. ✓P1

Aim two: Identifying and monitoring the needs of the population
It is highly important for the National Public Health policy to have a steady un-
derstanding and prediction of social changes which occur, it spreads awareness
and increases the understanding as information is then collected from the com-
munity which then allows the public health policy to make decisions which are
based off the issues, they are being made aware of within society. Because of
this, the public health policy is then given the power of information which means
that any actions and decisions taken by the public health policy will have to meet
the needs of the population and be able to reduce the ill-health within the nation.
Within society the main issues are smoking causing cancer, obesity and dia-
betes. ✓P1

It is important that smoking is monitored within society as it can then reduce the
risk of other health effects such as reproductively being reduced, cardiovascular
disease, COPD and cancer which can eventually lead to death if not treated or
monitored correctly. It is highly important that if cancer is developed that it is
