And if the conferment of immunities and privileges is in the interests of the republic, confer such immunities and privileges on a person or organization as may be specified by notice in the Gazette. Therefore the basic rule = immunity is granted by means of an agreement and is reciprocal, but provision is also made for the Minister to grant immunity as long as there has been enough notice.
