Answer 1
A REPORT ON AN INVESTIGATION INTO THE EFFICIENT INTRODUCTION OF FEES
FOR THE HIGH SCHOOL INTERVENTION CLASSES PROVIDED BY MINDEXPAND
COMMUNITY COLLEGE IN MIDVALLEY TOWNSHIP
1. TERMS OF REFERENCE
At a directorate meeting on 30 September 2026, Professor PT Kitika, the Director of Operations at
MindExpand Community College (MCC), requested Ms T Phashane, the Administrative Officer for
Community Engagement Services at MCC, to conduct an investigation into an efficient introduction
of fees for the MindExpand Community College high school intervention classes. The investigation
was to consider matters of fairness, practicality, and mutual benefit. The final report, including
recommendations, was to be submitted to Professor Kitika by 30 October 2026.
2. PROCEDURES
The following procedures were followed to gather relevant information:
2.1 Survey questionnaires were distributed to parents in the community to determine if they would
be willing to pay for the extra classes.
2.2 A meeting was held with high school learners at the community hall to discuss the value and
benefits of the extra classes.
2.3 Ms Z Zaluma, the local actuary, was consulted to calculate the estimated fees to be paid against
the value of the classes and future prospects of the MCC high school intervention.
2.4 Transport logs were analysed to calculate the costs related to lecturers’ driving to various high
schools for the Saturday classes.
3. FINDINGS
Based on the procedures listed above, the following was found:
3.1 Analysis of the 250 completed survey questionnaires revealed that 68% of parents were willing
to pay a minimal fee for the intervention classes. The remaining 32% expressed an inability to pay,
citing unemployment or financial hardship.
3.2 The meeting with the learners highlighted that they found the classes highly valuable,
particularly for subjects like Mathematics and Accounting. However, learners voiced concerns that
introducing a fee might discourage some of their peers from attending, potentially widening the
academic performance gap.
3.3 The consultation with Ms Zaluma, the actuary, indicated that the college would need to charge a
fee of approximately R150 per learner per month to cover the rising costs of materials and transport.
Her analysis also projected that a fee in this range would be affordable for the majority of families in
the community and would not significantly decrease enrolment.
