From Liberation to Delivery: The Shifting Basis of Political Legitimacy in South Africa, 1983–2004

Introduction
The statement that South Africa's transition "replaced apartheid rule with constitutional
democracy, but it did not end conflict between the state and organised society; it changed the
terms on which that conflict was fought" captures a crucial insight about the period from 1983 to
2004. The transition did not resolve the fundamental tensions between state and society; it
reconstituted them within a new political and legal framework. The basis of political legitimacy
shifted dramatically across these two decades: from the liberation movement's claim to represent
the oppressed majority against an illegitimate state, to the post-1994 government's claim to derive
authority from a democratic constitution and electoral mandate, and finally, by the early 2000s, to
an increasingly contested performance legitimacy in which governance outcomes—service delivery,
economic transformation, public health—became the primary grounds on which the state's
authority was assessed. This essay argues that while the political rupture of 1994 was real and
transformative, it was accompanied by significant institutional, spatial, and economic continuities
that shaped the terrain on which subsequent conflicts would be fought. The transition from
liberation legitimacy to performance legitimacy was neither smooth nor complete, and by the early
2000s, the Mbeki government's handling of HIV/AIDS and the slow pace of service delivery had
begun to expose the limits of constitutional authority as a substitute for material transformation.

The Crisis of Apartheid Legitimacy and the Rise of Popular Organisation, 1983–1989
The period from 1983 to 1989 witnessed the most intense phase of the apartheid state's crisis of
legitimacy. The formation of the United Democratic Front (UDF) in August 1983 marked a decisive
turning point in the organisation of popular resistance. The UDF was an alliance of a broad range of
autonomous organisations of differing class origins and with differing political and ideological
agendas which came together having identified a common cause—opposition to the apartheid
system of domination and exploitation.¹ The major forces behind the increasing political and
ideological leadership of the UDF were the affiliated student and youth organisations, trade unions,
civic associations, and women's organisations.² These organisations played a central role in mass
mobilisation and organisation as well as the spread of revolutionary consciousness throughout
black civil society.³
