Answer: If I had caught a student cheating, I would approach them after
class and have a discussion about what I just saw and how I'm
uncomfortable with the cheating and knowing. I'd try to encourage them
to turn themselves in to the teacher, but if they refused I would go to the
teacher myself because it's unfair to me and all my peers who had
studied for the exam. It will also help the other person understand that
cheating is wrong and that he/she shouldn't continue to do it other
courses as well. I find students cheat when they aren't prepared, maybe
going forward I can lend some studying tips or offer to study with them
if they really need help and feel like cheating is the only way.

Answer: If the majority of the class had done fairly well on the exam,
then it's the student, although sometimes the teaching methods of the
course and a student's learning style don't mesh as well. If the student
was reaching out for help or alternative explanations after class and the
teacher was unwilling to help or provide additional assistance or at least
ways to find assistance like tutoring then there is also a level of fault on
the teacher's end.
