LOCAL GOVERNMENT ELECTIONS IN SOUTH AFRICA: VOTER TURNOUT,
SERVICE DELIVERY, ACCOUNTABILITY AND THE RESPONSIVENESS OF
LOCAL COUNCILLORS

1. Introduction

Local government occupies a central position in South Africa's constitutional democracy
because it represents the sphere of government that is closest to ordinary citizens. Municipalities
are responsible for providing many of the services that directly affect people's daily lives,
including water, sanitation, electricity, refuse removal, roads, housing-related infrastructure and
local economic development. The importance of local government is therefore not limited to the
administration of municipal affairs. It is also an important mechanism through which citizens
participate in democratic governance and hold elected representatives accountable.

The Constitution of the Republic of South Africa, 1996 establishes local government as a
distinct sphere of government and requires municipalities to provide democratic and accountable
government for local communities, ensure sustainable service provision, promote social and
economic development, and encourage a safe and healthy environment (Constitution of the
Republic of South Africa, 1996, s 152). These constitutional objectives demonstrate that local
government elections are closely connected to the quality of governance and service delivery
experienced by communities.

The forthcoming local government elections on 4 November 2026 therefore provide an
important opportunity for South African voters to assess the performance of municipal political
leadership. Concerns about declining voter participation, dissatisfaction with municipal service
delivery, weak accountability and questions regarding the responsiveness of councillors have
become increasingly important issues in debates about local democracy. Recent government
assessments have identified persistent institutional, financial and service-delivery challenges in
municipalities, while also highlighting weaknesses in public participation and accountability
mechanisms (Department of Cooperative Governance, 2025).

This essay examines the relationship between local government elections, voter turnout, service
delivery, accountability and councillor responsiveness in South Africa. It argues that declining
electoral participation cannot be understood separately from citizens' experiences of municipal
governance. Where residents believe that voting does not produce meaningful improvements in
service delivery or accountability, political disengagement may increase. At the same time,
stronger citizen participation, effective councillor oversight and functioning municipal
institutions can contribute to restoring public confidence in local democracy.

2. The Constitutional and Legal Framework of Local Government

South Africa's local government system is founded on Chapter 7 of the Constitution. Section
151 provides that municipalities constitute the local sphere of government and that municipal
councils exercise executive and legislative authority within municipalities (Constitution of the
Republic of South Africa, 1996, s 151). This constitutional arrangement gives municipalities an
