Story 1 shows that Omicron Police Station has a serious quality problem because
complaints include poor service delivery, inappropriate use of force and
unacceptable treatment of members of the public. At the same time, some officers
are still performing professionally, which means that the station does not need a
general punishment for everyone but rather a better management approach that
identifies what is working and what must improve. Quality management in policing is
aimed at improving service delivery over time by focusing on complainants, victims
and the wider community, while also recognising that police officials are the
organisation's most important resource (Snyman, 2022:4). The seven quality-

1.1 Customer focus
Customer focus means that an organisation must understand the needs of the
people who depend on its services and should work towards meeting or even
exceeding those expectations. In policing, the customer is mainly the community,
including complainants, victims of crime and other people who need assistance from
the police. This principle is especially important at Omicron Police Station because
several complaints relate directly to the way some officials treat members of the
public. Brigadier Delta should therefore study community complaints, identify
common service problems and make sure that officers understand that respectful
and lawful treatment is part of good police service. A community-focused police
station should not measure success only by arrests or crime statistics, because the
quality of the public's experience also matters (Snyman, 2022:5).
1.2 Leadership
Leadership requires managers to create a clear direction for the organisation and to
build a working environment where employees understand and support its goals. At
Omicron Police Station, Brigadier Delta should not simply reprimand every officer
because this could discourage the employees who are already performing well and
may fail to correct the real causes of poor performance. A stronger approach would
be to set clear service standards, communicate expected behaviour and hold
